The Tennessee Titans are in the early stages of the offseason and have a lot to do to improve on the miserable 3-14 campaign that earned them the No. 1 pick in the 2025 NFL draft.
Team president Chad Brinker and new general manager Mike Borgonzi have a lot of work to do in rebuilding their roster. With holes along the offensive line, at edge and at wide receiver, there are more questions than answers at this point and it will take some time before those are known.
Analyst Bradley Locker at Pro Football Focus (PFF) has an idea of what he believes is the Titans’ biggest roster decision at this point heading into 2025.

This decision will not only drive the entire 2025 NFL draft, but also the Titans organization for the next five or so seasons.
Tennessee has a dire need at quarterback, as its 57.0 team PFF passing grade was the worst in the NFL. There isn’t anything stopping new general manager Mike Borgonzi from selecting either Cam Ward or Shedeur Sanders first overall, but whether either is worthy of that value is a fundamental question.
Reports have also indicated that Tennessee could elect to trade out of the slot, in which case one of those two gunslingers could be in play later. There’s also the reality in which the Titans take Abdul Carter or Travis Hunter and add one of the quarterbacks mentioned previously. It would be hard for Tennessee to go wrong with either of those defensive stars, but it could also open a Pandora’s box and still not solve the biggest issue on the team.
This is a natural selection by analysts, but it doesn’t really hit the heart of the Titans’ issues. Yes, Tennessee does need a quarterback after watching both Will Levis and Mason Rudolph disappoint in 2024. But with a lack of true playmakers on the outside opposite Calvin Ridley and an offensive line that needs a complete rebuild on the right side, no quarterback will be successful under these conditions.
A trade, Abdul Carter or Travis Hunter would make sense, but it is too early to hone in on anything specific. Until free agency, the scouting combine and pro days play out, there is only speculation.
